Jennifer Billman Named 2024 Educator Award Recipient

U.S. Math Recovery® Council is proud to announce Jennifer Billman as the 2024 Educator Award recipient. This honor recognizes an outstanding educator who has demonstrated exceptional commitment to advancing mathematics education through Math Recovery® principles. Jennifer was formally recognized at the 2025 USMRC National Conference.

The Educator Award celebrates individuals who exhibit excellence in implementing Math Recovery® practices, advocate for equitable and inclusive mathematics instruction, and actively support the professional growth of fellow educators. Award recipients show a deep commitment to student-centered learning and demonstrate leadership in promoting high-quality math interventions that support students at all levels of mathematical understanding.

Jennifer Billman is a dedicated educator and instructional leader with a profound passion for equitable and inclusive mathematics instruction. She firmly believes that all students—regardless of background, ability, or learning style—deserve access to high-quality math education that empowers them with the skills and confidence to succeed. With nearly two decades of experience, she has worked to remove barriers to learning by championing research-based interventions, teacher development, and student-centered instructional practices.

As a District Math Specialist and Tiers of Support Advisor in Missouri’s Logan-Rogersville R-VIII School District, Jennifer has played a key role in advancing Math Recovery® practices across her district. She has worked diligently to ensure students receive high-quality, targeted support in early numeracy development. Her extensive training in Math Recovery® has equipped her to train and mentor teachers, refine instructional strategies, and build a district-wide system for supporting students at all levels of mathematical understanding. She leads professional learning for educators, helping integrate Math Recovery® principles into daily instruction while aligning them with district curriculum and intervention structures.

Prior to her current role, Jennifer served as a Math Interventionist, Special Education Teacher, and Process Coordinator. In these capacities, she collaborated with teachers, administrators, and families to develop individualized learning plans and provide targeted support for students with diverse learning needs. Drawing from these experiences, she now provides Math Recovery® training to all Special Education teachers (K-12), ensuring they have the tools and strategies to support students with a wide range of learning needs effectively. Her commitment to equity, inclusion, and data-driven instruction continues to shape how educators in her district approach mathematics intervention at all levels.

Jennifer is currently pursuing an Educational Leadership (Ed.D.) degree and an Educational Administration Specialist (Ed.S.), reinforcing her dedication to expanding access to high-quality math intervention, supporting educators in implementing best practices, and ensuring that all students—especially those historically underserved—develop a strong mathematical foundation through systemic change in public education.
